With the expected level of noise in CenturyLink Field on Sunday afternoon in Seattle, false start and delay of game penalties are certainly expected. Roughly how many total penalties should we expect in Sunday’s Eagles-Seahawks game?
The answer: 16.
Referee Carl Cheffers is assigned to the Eagles’ Week 11 contest and, according to ESPN Stats & Info, Cheffers averages 16.6 penalties per game. That figure includes accepted, declined, and offsetting penalties.
According to the data, Cheffers and his crew average the ninth most penalties per game in the NFL. Terry McAulay and his crew average 20.5 penalties per game, the most in the league.
Cheffers worked the Chiefs at Panthers game in week 10 where there were 15 accepted penalties.
The Eagles have been hurt by penalties so far this season, especially in critical situations. The birds are in a unique situation where they do not get called for a lot of penalties, but when they do, teams accept them.
Weird stat: Philly isn’t in the top-10 in the NFL in penalties, but they are 2nd in the NFL in committing penalties that have been accepted.

Cheffers is great with throwing the flag, but explaining the penalty, not so much.
