I’m not sure how old Billy is, but if his handwriting is any indication, he may or may not have passed third grade. In fact, I think in New York, they just pass children regardless of handwriting, grammar and punctuation simply because the teachers don’t even know the correct way to write or spell. Not a rumor. Fact.
