Two years ago, Philadelphia was sued because its sidewalks were seen as being unsafe for disabled people. Then, in June of this year, it was revealed that Carousel House, a dedicated center used by the city’s disabled population, was to be demolished. At first glance, Philly certainly comes across as a lively city that’s far from accessible, but is the problem really as bad as it sounds?
Bigger and better facilities
It’s true that Carousel House’s demolition has caused outrage in Philly. Disabled residents have argued that they have nowhere else to go. But Philly has promised to rebuild the center with the aim of making it accessible to all. Rather than being a dedicated center for disabled people, the new center will welcome the disabled and the general population. This is beneficial as it means more people will have the chance to learn about various disabilities. They’ll also be able to recommend good doctors, therapists, and hospitals for specific conditions. For example, a cerebral palsy resource could help someone with intellectual and learning disabilities as they often go hand in hand.
Disability-focused programming
The downside is that the new facility isn’t expected to be ready for between two and four years. Philly officials knew that stopping disabled people from accessing their beloved programs and activities at Carousel House wouldn’t go down well, so they came up with a plan. They’ve temporarily moved some of their programs to New Jersey. Most of the wheelchair-based activities continue but in RiverWinds, NJ. They’ve also promised to look for a more suitable location in Philly so they can continue in the immediate area.
Accessible sidewalks
Philly hasn’t forgotten about the need to focus attention on its sidewalks either. In 2019, a $110,000 grant was awarded which meant the crumbling sidewalk around Clark Park would be improved. These improvements finally started in March 2021 and the sidewalk is now accessible to people with all abilities. Local groups Clean Air Council and Feet First Philly argue that the council isn’t doing enough to keep the city’s sidewalks accessible to all. They’ve asked for $500,000 to enhance sidewalks and educate people on safe sidewalks so that locals with all different health conditions can enjoy a safe stroll around the city. It remains to be seen whether their call will be successful.
Philadelphia hasn’t always been as accessible as it should have been. There is still work to be done, but it’s clear to see that there is a lot of progress being made in the city.
